Download the ZIP and extract the ZXP file. Install it using the free ZXP/UXP Installer by dragging and dropping the ZXP into the installer. Restart After Effects and find Picky under Window → Extensions.
Yes. Hold Shift when clicking a type button to add those layers to your current selection, or hold Cmd/Ctrl to toggle them on and off.
It looks at the type of your currently selected layer (or layers) and selects every other layer in the comp that matches. If you have a text layer selected, it selects all text layers.
By default, locked and shy layers are excluded. You can toggle them on with the lock and eye buttons in the toolbar to include them in selection operations.
